Uniform General Order. As it is, it is difficult to say what the Head of Expenditure really is, e.g., according to the Appropriation Ordinance "Judicial and Legal Departments" is one head out of two included in "Law and Order", but really it is divided into four divisions, each with its "Personal Emoluments" and "Other Charges".
